Deployed in Bas Congo province as reinforcements following the February/ March 2008 unrest, the MONUC Task Force has begun its redeployment to Kinshasa since 10 July last, as Bas Congo finds peace and security.

The 266 member MONUC Task Force is made up of Tunisian and Ghanaian peacekeepers, a unit of the Bangladeshi Integrated Police (FPU) and military observers of various nationalities. They were primarily based in the towns of Matadi, Boma, Muanda, Luozi, Sekebanza and Tshela.

Their mandate came from UN Security Council resolution 1794, which is to ensure the protection of United Nations personnel and installations, to restore security in the province and to reassure and protect the civil population.

These men were quickly deployed on 2 March 2008 to Bas Congo province which was then in deep crisis, with Bundu dia Kongo members confronting the Congolese National Police (PNC), as the latter had installed a parallel administration.

Well equipped and ready to start their mission, the Task force members knew that they didn't control the ground or roads. But the support of the local authorities and the reception of the population made it possible for them to adapt quickly.

They succeeded in assisting the local authorities in restoring order and ensuring the security of the whole province. They also ensured the protection of UN personnel and installations in the capital Matadi, and escorted UN personnel on mission in the province.

The Task Force also carried out patrols in the province, to demonstrate the UN's presence in order to reassure the population, and to collect information on the security situation.

During their mandate in Bas Congo, no major incident was recorded. On certain sites, spontaneous gatherings of people saluted them during their withdrawal, which must end on 26 July, 2008.

In the achievement of its mandate, the Task Force gained, in four and a half months, the sympathy of the population, which always welcomed them wherever they went.

It should be stressed that the 20 military observers did not leave Bas Congo but will be reinforced and redeployed in the towns of Matadi, Tshela, Muanda and Mbanza Ngungu, with each covering a 100 km radius. Also, the MONUC Ghanaian contingent will continue to assume its tasks of security of MONUC installations in Matadi.
