Uganda: Expose Unprofessional Teachers - Minister

Kampala
Education minister Namirembe Bitamazire has challenged inspectors of schools to help her ministry expose unprofessional teachers.
"Many teachers use outdated methods of teaching, while others do not use learning aids and the relevant instructional materials. Therefore, during inspection, such teachers should be exposed," Bitamazire said on Tuesday.
She made the remarks while launching the Directorate of Education Standards for the northern region in Gulu district.
The offices, which cost sh200m, will serve Pader, Oyam, Abim, Gulu, Adjumani, Amuru, Kitgum, Masindi, Apac, Lira and Moyo districts.
Others are Maracha-Terego, Dokolo, Kitido, Kaabong, Amolatar, Dokolo and Koboko.
The UK Department for International Development contributed sh1b towards the project.Other directorates are in Mpigi (central region), Mbale (eastern) and Mbarara (western).
Bitamazire said reports from the directorates had indicated low standards in sanitation and safety and absenteeism among teachers and pupils in schools.
She blamed such trends on the lack of inspection mechanisms in institutions in the north and the west Nile region.
"The establishment of the regional office will bring the inspection and support supervision services closer to the schools, thus making services qualitative, consistent, regular and efficient," Bitamazire said.
Gulu LC5 chairman Nobert Mao said the district had purchased motorcycles for councillors to facilitate the inspection of institutions in their areas.
"The money the councillors have been spending on hiring bodabodas will instead be used for fuelling their motorcycles. We don't think that there will be problems in inspecting schools," Mao said.
The acting head of the directorate, Moses Otyek, praised inspectors in the north for doing their work effectively.
"The recent survey that the directorate conducted indicated that Gulu emerged best with fewer anomalies compared to other districts," Otyek noted.
We think this was a result of the unique style of inspection, innovativeness of the inspectors," said Otyek.
