Uganda: Bukenya Given Sh5 Million Monthly for Rent

The Government spends sh66m annually on renting residence for the Vice-President, Prof. Gilbert Bukenya, according to public service state minister Seezi Mbaguta.

The residence on Plot 9 Martyrs Road and Plot 10 Muwafu Road in Ntinda, a Kampala suburb, is owned by Bukenya.

Appearing before the parliamentary public service committee yesterday, Mbaguta said the Government pays sh5.5m monthly for the house.

MPs are scrutinising the ministry's budget of sh34.6b of which sh3.9b is for recurrent expenditures, while sh30.6b is for development.

The committee chaired by Anthony Yiga (NRM) asked the Government to avail the vice-president with an official residence.

Rebecca Amuge Otengo (Independent) said: "This issue is an embarrassment. We are not talking about Bukenya but the office of the vice-president. That office must be respected because it was created by the Constitution and it needs a residence."

MPs John Arumadri Drazu (FDC) and Johnson Malinga (Independent) said renting wasted a lot of money that could have been used to construct a permanent residence.

"This payment is not good and sustainable. We have presidential lodges in Nakasero and Makindye which should be renovated for the vice-president."

Jimmy Lwamafa, the permanent secretary said sh6b was proposed to constructing a multi-purpose VP's residence but the finance ministry has never availed the funds.

He added that the ministry had identified the Munyonyo area in Kampala but the land was valued at sh3b, which was above the budget.

Mbaguta said the Makindye State Lodge could not serve since its ownership was under dispute. The lodge is being claimed by the Buganda Kingdom.
