Uganda: 28 Districts Get 14 Billion Development Boost

The Christian Children's Fund, an international charity, has earmarked $9m (about sh14.4b) for 28 districts. The money will be spent on education, health, water, income-generating activities and protection of children this financial year.

The national director of the fund, Susan Watkins, on Tuesday told leaders of Gulu, Pader and Kitgum that the money was raised by families overseas.

During the meeting at Diana Gardens in Gulu, Watkins added that 2,000 vulnerable children in the Acholi region were being sponsored through 49 community-based organisations.

"In the past, we used to sponsor children. But we have now decided to build schools or provide water to communities," she said.

The deputy chief administrative officer of Gulu, Steven Oloya, suggested that by-laws on compulsory community work be passed by district councils.

He noted that few people attended district planning meetings because they were not facilitated.

"Some partners motivate communities during planning meetings while others don't. This has made communities shun meetings where they are not facilitated," Oloya said.

Oloya blamed politicians and NGOs for corrupting communities, saying people no longer do community work unlike in the past when they used to clean roads and water points without being paid.
