Nigeria: FG to Reduce Project Funding in 2009 Budget - Minister

The government is scaling down the scope of projects in next year's budget to save cost, Finance Minister, Dr. Shamsuddeen Usman said yesterday in Abuja.

Shamsuddeen was speaking at the second batch of the government's Medium Term Sector Strategies (MTSS) designed for the MDAs to brainstorm and develop strategies which will form the basis for the country's budget cycle for the next three years.

At the opening ceremony of the first batch of the MTSS on Monday, Shamsuddeen said the 2009 budget will be presented by the President in early October so that the National Assembly will have sufficient time to "rigorously review and deliberate upon Mr. President's budget proposals over the last quarter of 2008."

The minister said yesterday: "Consequently, funding for many initiatives will, unfortunately, have to be postponed to outer years while other projects may have to be discarded if found not to be aligned with the higher policy objectives of government or considered not critical.

"However, those optimal initiatives that are critical to the achievement of the most cogent sector goals will be admitted into the 2009 budget."

He said since Monday, Heads of MDAs in eight sectors were able to identify the existing projects and programmes and scored them based on their past jurisdiction, current sectoral impact and their future likelihood of completion within the 2009-2011 budget cycles.

According to him specific goals were set by each sector and they were sub-aggregated into a trio of core objectives to be achieved.
