Parliament has threatened to block the Inspectorate of Government's (IGG) budget if its head, Justice Faith Mwondha, does not appear in person to defend it.
MPs on the legal affairs committee yesterday sent Mwondha's deputy, Raphael Baku and 10 other senior officials, insisting that she must appear in person to defend the budget and respond to queries.
Last year, the two institutions had a standoff when Mwondha snubbed several summons by the committee.
Baku's defence that he was competent to handle the task fell on deaf ears.
"We are not doubting your competence. What we are saying is we want the IGG," said Abdu Katuntu (FDC).
Peter Nyombi (Independent), a former employee in the IGG's office, moved a motion calling for adjournment of the meeting and asking the IGG to appear in person.
Nyombi said the committee also wanted Mwondha to explain her media exchanges with local government minister Kahinda Otafiire over the redevelopment of the Naguru and Nakawa estates.
Erias Lukwago (DP) stressed that the IGG was answerable to Parliament, adding that MPs wanted to know whether Mwondha was still in charge after Otafiire allegedly called her a "school girl".
Alex Ndeezi (NRM) wondered why the IGG would shun Parliament yet the President interacts with it.
"Who is this person who doesn't interact with us?" he asked.
The lawmakers also said they could not comprehensively analyse the budget since they were only availed with the statement yesterday.
"You would have sent the policy statement earlier if you wanted us to have any meaningful discussion. You are either not taking us seriously or you think it is a formality," said Katuntu.
Another meeting with the IGG was scheduled for July 23.
