Uganda: Civil Servants Told to Be Honest

Be creative, honest, transparent and accountable to gain peoples' trust, public servants have been told. Public service minister Henry Kajura said the quality of civil servants was crucial in meeting citizens' needs and improving service delivery.
"The public service must be dynamic, robust and citizen-centred to stay in step with their changing needs and demands."
Kajura, who is also the second deputy premier, was on Tuesday opening a conference of the International Association of Schools and Institutes of Administration at the Kampala Serena Hotel.
He urged civil servants to provide services efficiently and equitably so citizens can enjoy better living standards.
Kajura, who represented Prime Minister Prof. Apolo Nsibambi, said developing a good public servant takes time.
"This servant must be carefully developed and nurtured over a long period of time."
He cited the success in the fight against AIDS and the introduction of Universal Primary Education as some of the programmes where Uganda's public service had registered substantial progress.
However, in the course of implementation Kajura noted, the public service faced challenges in coordination, monitoring and evaluation.
The director general of the Uganda Management Institute, Dr. John Kiyaga, who convened the meeting, said Africa was lagging behind in human resource development because they wholesomely adopted foreign policies instead of only taking on the good values.
"You cannot wear someone's shoes because they will not fit you!"
