Uganda: Parliament Starts Probing Police

The parliamentary committee set up to probe the Police force began work yesterday with the members getting their terms of reference.
Deputy Speaker Rebecca Kadaga set up the 15-person committee last month after Parliament backed a motion moved by Emmanuel Dombo (NRM) that the recruitment, training and promotion in the Police Force, among other concerns be probed.
The motion followed reports that the Police last month roughly handled MPs Nabillah Sempala (FDC), Suzan Nampijja (CP) and Sam Lyomoki (NRM).
In the terms of reference read yesterday, the team headed by Peter Nyombi, was told to: "Inquire into the recruitment and training of Police cadetsin 2007, promotion criteria and procedures and to establish whether the activities were conducted transparently, fairly and in accordance with the Constitution and other laws."
They were also asked to: "Inquire into the Police's conduct during its encounter with MPs Nampijja, Sempala and Lyomoki."
The committee is supposed to carry its investigations within 40 days and submit its findings to Parliament.
However, some MPs said the references were limited, arguing that major issues raised in Parliament had been omitted.
Alex Byarugaba (NRM) said the rate at which constables are deserting the force was high.
"The press has reported that Police desertion is on an increase due to poor remuneration and welfare. We need to investigate this."
Charles Gutumoi (Independent) said the public should be allowed to testify on Police brutality, while Frank Tumwebaze (NRM) feared that 40 days may not be enough for the task.
But Abdu Katuntu (FDC) advised the members to stick to the terms of reference.
"However, if the Speaker allows us to carry out further investigations, we shall do it."
Some other committee members are Rose Namayanja, Arimpa Kigyagi, Sarah Mpabwa, Hussein Kyanjo and William Nokrach.
