Nigeria: Resident Doctors Want FG Policy On Primary Healthcare

The National Association of Resident Doctors (NARD) has called on the Federal Government to develop a workable policy on primary healthcare system if the Millennium Development Goals (MDGs) are to be achieved.

The doctors, who observed that the health sector was relegated in the Federal Government's seven point agenda, also made a case for a unified salary scale for the medical services to ensure continued peace in the sector.

Speaking after the national executive council meeting and continuing medical education of NARD members held recently in Abuja, National President of NARD Dr Usman Bature implored government to speedily resolve the issues surrounding the delay in implementing the unified salary scale.

"The health related goals of the MDGs can be achieved despite the difficulties noticed if the Federal Government can develop a workable policy on the primary healthcare system and NARD being the largest work force of doctors has a role to play. We also believe that it would not do government any harm to elevate the important and ailing health sector as part of its national agenda.

"The role of unified salary scale for the medical profession through the Medical Salary Scale (MSS) and Medical Salary Super Scale (MSSS) cannot be overemphasized. NARD wants the delay to be resolved fast. We also want quick resolution of the unpaid monetisation arrears to ensure the present peace in all health institutions across the country. NARD observed that no representative of the Nigerian Medical Association or its affiliates are included in the national steering committee of the Vision 2020 and will like to emphasise the importance of the health sector to national development", he said.

Bature called for the immediate implementation of CONTISS and its arrears by health centres that have not started implementing it as well as those still owing their medical personnel arrears. He also urged managements of all health institutions to start using the current circular on the payment per diem to all resident doctors nationwide.
