THE Speaker of Parliament should appoint a select committee to investigate and prosecute rowdy MDC-T MPs who jeered President Mugabe as he officially opened the First Session of the Seventh Parliament of Zimbabwe, former Deputy Speaker of the House of Assembly Cde Kumbirai Kangai said yesterday.
Cde Kangai's calls for the prosecution of the legislators under House of Assembly Standing Rules and Orders came as Zanu-PF forwarded to South African President Thabo Mbeki, the Sadc-appointed facilitator in the inter-party talks, footage of last week's proceedings.
Cde Kangai, who was Deputy Speaker in the last Parliament, urged the newly-elected Speaker of the House of Assembly, Lovemore Moyo, to appoint a "Select Committee" to establish the cause of the behaviour and identify the culprits and bring them to book.
He said the legislators could be investigated like what happened when former MDC MP Roy Bennett assaulted the Minister of Justice, Legal and Parliamentary Affairs, Cde Patrick Chinamasa.
Bennett was investigated, found guilty and jailed.
Cde Kangai, who is Zanu-PF's national secretary for external relations, also urged the MDC-T leadership to issue a formal apology to President Mugabe for their "disgraceful and deplorable" behaviour in Parliament.
"Some MDC legislators chanted and sang in the chamber in front of diplomats and invited guests while His Excellency the President of the Republic of Zimbabwe was officially opening the Seventh Parliament.
"We appeal to the MDC leadership to give an apology to His Excellency and the nation at large," he said at a news conference at the ruling party's headquarters yesterday.
MDC-T legislators jeered at President Mugabe as he addressed the House while some broke into song, in a show of disrespect that has earned them widespread condemnation.
A source said the ruling party was also in the process of preparing videos of the proceedings to be sent to Sadc heads of state as it moves to expose MDC-T's "childish" nature.
"The ruling party has decided that it is going to prepare videos of proceedings of Tuesday (last week) for circulation to all Sadc heads and the facilitator for them to get to know their (MDC-T) version of collaborative talks," the source said.
Asked whether anything had been given to President Mbeki already, the source said: "We have favoured him with footage of what transpired."
Zanu-PF has described MDC-T's behaviour as disgraceful.
"The behaviour was disgraceful, but we are not surprised. As you are aware, those elements who were making noise had a different agenda of effecting illegal regime change in Zimbabwe," said Cde Patrick Chinamasa, Zanu-PF's principal negotiator in the inter-party talks.
Last Friday, Zanu-PF supporters from Harare Province demonstrated in the capital expressing outrage over MDC-T legislators' conduct.
Addressing the supporters, Zanu-PF Secretary for Administration Cde Didymus Mutasa also expressed anger at the MDC-T's behaviour.
"The behaviour of the MDC parliamentarians was very bad and we are not happy at all. They always strive to destabilise systems of governance and we need to be strong against such machinations."
MDC-T spokesperson Nelson Chamisa at the weeeknd lashed out at his colleagues' behaviour in Parliament, describing it as "regrettable".

I strongly disagree with Mugabe's crony Kangai!
MDCs ought to have rather called on all their supporters to squat parliament to demonstrate their opposition to the illegitimacy of Mugabe's holding to power!
Mugabe's cronies will go to any length to flout human decency against the MDC just to please the murderer!

It's definitely difficult to respect someone who has no respect for others. Bob has no respect for fellow Zimbabweans because we are suffering because of his actions. These MPs by jeering at him, it's their way of getting ack at him. Anyway, Kangai is wrong, Bob must 1st investigate his own cabinet. Kangai himself looted more $200 million of public money a few yrs back but up to this day he's still a free man. Politics in Africa is based on cronism & self-enrichment. I think it's high time we fight for constitutions wch prevent this kind of gvnt management.
Before the MDC MPs are investigated for their rowdy behaviour, Mugabe himself must be investigated for violating the constitution he has sworn to uphold. Mugabe has since he assumed power in 1980 been violating provisions of the constitution with impunity. A little yelling and singing is a mere hint of the healthy display of give and take that should occur in a democratic environment.
Perhaps that's what Mr. Kangai found so annoying; the idea that anyone would dare express their true feelings about Robert Mugabe in public. After all, independent media have been silenced by the state, and ZANU-PF is used to hearing nothing but the obsequious praise of the Herald.
We must remember that ordinary Zimbabwians have had no voice for 28 years until now, and they can finally say that the emperor Mugabe has no clothes.
