Uganda: How MDAs Have Performed Over Past Five Year

23 April 2024

In a momentous development today, the Equal Opportunities Commission (EOC) has disclosed its findings on the compliance of Budget Estimates and Ministerial Policy Statements with gender and equity requirements for the fiscal year 2024/25.

With all 162 Votes' Ministerial Policy Statements passing the assessment, averaging a commendable 67 percent, the report signifies a significant milestone in ensuring fairness and inclusivity in Uganda's budgetary processes.

"Mr Minister, I am pleased to inform you that all the 162 Votes' Ministerial Policy Statements passed the assessment with a score of 50 percent and above with an average of 67percent," Safia Nalule Juuko, chairperson EOC, said.

This comprehensive compliance underscores the commitment of government entities to uphold gender and equity standards in resource allocation.

"The best five entities are: Ministry of Gender Labour and Social Development 96 percent, Ministry of Health 92 percent, the Equal Opportunities Commission 91 percent, Ministry of Education 90 percent and Parliamentary Commission (86 percent)," the report says.

Despite no marked improvement from the previous financial year, the report highlights the consistency in performance across government agencies, reflecting a concerted effort to prioritize equal opportunities for all citizens.

"Allow me to highlight a few measures taken by different ministries, departments and agencies (MDAs) to equalise opportunities for men, women, persons with disabilities and other marginalised people," the report adds.

The report outlines specific measures undertaken by various entities, such as agricultural support schemes, infrastructure development projects, and educational initiatives, underscoring a proactive approach towards fostering inclusive growth and development.

The Assessment report highlights recommendations for each vote to address.

While celebrating commendable compliance rates, the report emphasizes the need for sustained efforts in aligning budgetary plans with national development goals and closer collaboration between government entities and local governments to enhance service delivery.

This groundbreaking revelation underscores Uganda's commitment to advancing gender equality and inclusive development, setting a precedent for transparent and equitable resource allocation in the years to come
